Hey Erica,
I would do 3 hdc in each stitch. This will give you the wavy look of the pouf. Let me know how it goes!

To add an additional row do you think you would just go around 1x in each stitch around or would you do 3 hdc in each stitch around again? I cant decide which to try. Did you try yet? Thanks in advance!
